Getting a new phone with t-mobile

I have a relative who works as sales rep at t-mo. I'm wondering if i could get good phones like blackberry for free w/ just a 29.99 monthly plan contract?
I didn't ask him, tho.....

and does it hurt his commission sales status thing?
